Play harmonics on the "2.6" and 4th frets, picking extremely fast.

harmonic you use, as both sound fine.

Solo: I'm not exactly what effects Tom uses for the solo, but here is
what I do.  I remove the cable from my guitar and put it on the strings
and use a wah pedal to get the rythm.  If you want to make it more
interesting, you can use a whammy pedal, but it is not necessary.
